Tomcat service error

I'm downloaded jk_nt_service.exe and installed service named by Tomcat. But can't run tomcat service.
Install step is
1: copy jk_nt_service.exe to TOMCAT_HOME/conf directory
2:run jk_nt_service.exe -i Tomcat tomcat.properties
3: run net start Tomcat
