how to get the documentbase of a file when the applet is in one frame and the required html file is in the other frame int he same window?

An applet is called from an HTML file and the applets HTML can be identified within the applet by using getDocumentBase().
When you say that the required HTML is in another Frame in the same window, is the other frame a different applet? Another frame in the same applet? What "window" are you referencing?
