There's a handle thing sticking up right where one would expect a steering wheel. I'm guessing you just push it to the left or right. Looks like the back of the saucer section may have a big horizontal slot to allow this handle to move back and forth horizontally.

I thought that "handle" was the left end of a set of handlebars. They'd maybe rotate on a horizontal shaft, gears to turn the front end?

Possibly. But where's the right end of the handlebar? I think the reason we see that one handle over on the left side is because it's been pushed to the left - which corresponds with the visible front wheel position, angled to the right.

I dunno, we would really need to see some more angles to be sure.
