What is the best IDE to develop Swing based applications?
And what is the most commom plug-in?

Best thing you can go for eclipse.

Priority wise :
1. Eclipse --Useful very much (provides a lot more option)
2. Netbeans
 
Don't get me started about those stupid light bulbs.
