Is there a Struts Taglib to attach an external CSS-File?
In HTML, I can do: <link href="global.css">

No, but there is a preferred way to write this using the html:rewrite tag:
<LINK rel="stylesheet"
type="text/css"
href="<html:rewrite page='/theme/Master.css'/>">
Therefore you don't have to hardcode your application name and this tag will be guaranteed to work on ALL pages no matter where they are located.
