Generating Cron Expression weekly

Hi all

I need to build cron Expression for the below occurences. Can some body help me on this.
The occurence is:

Fires every 2 weeks at 9:30 start at 2/1/2010 on Tuesday, Thursday and end at 10/25/2010 (MM/DD/YYYY)
