Hi,
In terms of web application its been said that in order to serve a particular page the WEB SERVER must be UP and RUNNING ALL THE TIME.

Please Explain what does it mean by WEB SERVER Being UP. Does UP and RUNNING Means the same or any difference?

Its just a figure of speech . Yes , it means the same thing.

I think the up and running is a general term as I have heard it applied to Windows services, physical servers, web services, messaging systems, etc.
Also my personal interpretation is that a service may be running but not up for while. I recall using a WAS 5 server which took enough time for a coffee break to come "up" after running the startup script.
