You first have to register yourself with the BEA Developer site, but then you can go to http://training.bea.com/training/CertificationProgram.html and get the information.
BEA breaks it down into 9 core areas:
1. EJBs
2. Servlets and JSPs
3. Develop clients that access enterprise components
4. Database connectivity and pooling
5. Issues facing transactional systems
6. Using vendor tools to develop components
7. Configuring, packaging, and deploying components and web apps
8. Using vendolr tools to validate, monitor, and manage the server
9. Clustering, failover, and load-balancing.
