different? --Tomcat Service vs. Command line

I got a big problem. I installed the Tomcat4.0 as a service. when I run it in command line, i.e. bin\startup. it works well. But when I start the service and run again, it told me "DLLWrapper.dll" can not found. I have a DLLWrapper.dll there, and I've add it into the path of the system.
What's the difference between running as a service and command line? Did I miss something?
