How does Tomcat->Threadcount relate to Min/MaxProcessor tag

The subject sums it up. What is the coorelation with the number of threads running for the Tomcat.exe to the Min/MaxProcessor settings in server.xml?

My MinProcessor=100/MaxProcessor=3000
My ThreadCount for Tomcat.exe = 57 (with no server load).

I have a Dual 3.0GHZ Xeon, Win2003, Tomcat 4.1.29, JDK 1.4.1_06

Win2003 Performance Monitor.

Add counter for Processor->ThreadCount->Tomcat.exe
 
Don't get me started about those stupid light bulbs.
