which one better to use ...WSAD6.0 or Dream weaver for this task??

WSAD/RAD 6 is a full IDE. If you don't already have it installed, it is overkill for HTML mockups. Even if you do have it installed, a real HTML development tool is easier to use and more powerful. For example, WSAD/RAD 6 doesn't support using DIV tags as far as I can tell.
