IDE is a generic term; it means "Integrated Development Environment". As such, it has no associated version number. If you're asking about any specific IDE, tell us which one.

I think he was asking about new features. The netbeans.org site has a bunch of info on each release of NetBeans in the release notes.

I believe he means netbeans. You can find the list of features here
