I have Rational Application Developer V 7.0.0.1 Installed on my system. This does not have javax.jws or javax.xml jar files. Do I have to put them separatly and need to edit my classpath? I am not sure what standard installation gives?

RAD 7 comes with J2EE 1.4. Both of those packages sound like extensions. I think the "javax.xml" one i installed by default and just needs to be added to the classpath for your project. (Check the java extensions folder.)
