Ajax and Section 508

Does usage of Ajax, and Javascript in general, to render content makes it difficult for a web applications to have compliance with Section 508? (Section 508 is Federal law which makes Federal Agencies to ensure that information technology resources are usable by people with disabilities http://www.section508.gov/)

What are the alternatives available to when you want to build app which can be sold to Federal agencies too?
