I'm fairly new to the web development world. As such, I have yet to come across a project where I needed flash support which I probably why I've never heard of this before. I looked over some of the sample text on the Manning site. This looks very much like a mark up styled language. Like an XML/HTML derivative, atleast for its syntax style. Is this a compiled language? Interpreted?

To get the best idea of Laszlo's capabilities, you should watch this video: http://weblog.openlaszlo.org/archives/2007/05/openlaszlo-4-programming-tutorial.

It shows how easily and quickly the capabilties of the web can be harnessed to produce a web-based application that interfaces to Google Maps and displays the location of a list of restaurants contained within a scrolling window component. This nifty little app was constructed with only a few lines of Laszlo code.
