I have a few friends who are thinking of playing around with it. If you've worked with it, how hard does it seem to implement? If you've only heard about it, have you heard of any particular uses people are using it for?

VoiceXML 1.0 specification is available at
http://www.w3.org/TR/2000/NOTE-voicexml-20000505/.
VoiceXML forum and other members has tutorials on their website. Tutorials from VoiceXML Forum are available at
http://www.voicexml.org/tutorials/intro2.html.

You could also try the tutorials at the voxeo site.
