Resolve Public DTD to a local System id

I am looking for a way to reovle the public id to a local system id. Currently the only way I can get my code to run is to create a directory on my C: drive \kbxml\.

If you look in the sample class, I tried to use setSystemId. However when I use that code my program errors out saying 'missing root element'?

Can anyone help?

I know the transformation works, I just need to know how to set a system id for the dtd.
