Hibernate and Struts are both written in Java - so any servlet based host will work out for you.

Is there even a hosting site out there that allows you to deploy Struts applications?

I have a number of websites, and I'd love to code them in Java, but the only way I know of to deliver dynamic websites, when you don't own the server, is by using PHP, or maybe front page extensions.

I'd love to know of a site that allows me to deploy a war.

It isn't free, but you could try lunarpages who have JSP hosting via resin.

From what I've heard about it though, some people don't get very good uptime from it.

You living under a rock? There are dozens, if not hundreds or more, hosting sites supporting JSP and Servlets. The entries in the Servlets FAQ that Gregg posted is just the tip of the iceberg.
