Yes, that book is enough for SCWCD 1.3... But if you are going for SCWCD 1.4, you need some more books like Pro JSP from APress and JavaServer Pages from O'Reilly...
c) Does this certification add any value to the resume? I'm currently employed and have mainly application level java programming/networking experience but I want to move to J2EE area. Will this help in my job search?
It depends on your country situation... You have to know about the country you are currently living whether employers there care about certs or not... Usually if you have cert, you get more advantage than others for sure...
