JNI (msvc dll) access problem

My application uses ws with a number of native libraries (nativelib tag) that are wrapped in signed jar files. I have added a new native lib (from a vendor) that is dependent on some MS VC dlls (msvcp71.dll, msvcr71.dll) - -- determined by using dumpbin.exe. I have put these in my signed jar file but the main dll i call gets a dependency exception. When I put these 2 dll in my windows/system32 folder, my app works. I have alternatively tried creating signed jar files for each of the dlls, but to no avail.

Help.
