Enforce UTC timezone

Hi I have an app which *must* use UTC at all times, regardless of what timezone the client browser is in. How can I enforce this?

Just make sure that you're using locale-sensitized date/time UI components and services and do all your server-side work in UTC.
 
Don't get me started about those stupid light bulbs.
