Why do we specify this as a context-param?? What effect does this play in the web.xml file?

Parameter javax.faces.DEFAULT_SUFFIX you can set in your application deployment descriptor (web.xml file). By example:

<context-param>
<param-name>javax.faces.DEFAULT_SUFFIX</param-name>
<param-value>.abc</param-value>
</context-param>
