The Nokia 6610 runs a proprietary Nokia-internal operating system, which is not accessible to users or third-party developers. The only way for you to program a Nokia 6610 is using MIDP Java.
The 'developer platform' for Nokia 6610 is Nokia's 'Series 40', the same as similar phones like Nokia 7210, 7250, 3100, etc.
