After I download regular html files (that are not
java
applets
) from a server, I want to display the html files not as code but as they are supposed to look. How can I do this since they're not java applets?

Well, most phones can't display HTML, only the ones that specifically support it. Most just can display WML files.
Plus, I don't know of an API that can display a browser anyway. This doesn't mean that one doesn't exist.
