Unicode and char encoding ??

can anyone explain these terms .. regarding IO or Java

Computers really understand only two things: an on state(1) and an off state(0). Character encoding is the method of turning characters into 1s and 0s so that the computer will understand them. Unicode is a method of encoding characters.

menas java internally deals with char as they are Unicode.
What ever encoding we have on our m/c does not matter as ultimately java is going to deal them as unicode... it is JVM's job to convert locale encoding to Unicode
Am I right ??
