handle getParameter() with no value in Param tag

getParameter methods will correctly handle PARAM tags which have name properties, but do not have a value property

How getParameter methods will correctly handle PARAM tags which have name properties, but do not have a value property.

If you have a parameter name but no value, it will return null. (Be sure to test for null after getting the parameter and before using the String you store the parameter value in!)
