On page 691 of SCJP 1.5 where the waiting/blocked/sleeping state is being discussed, the section starts with "This is the state a thread is in when it's
eligible to run." and later it says: "the thread is still alive, but is
currently not eligible to run." Allthough I get the idea, the wording is not actually as exact as I would expect.
