Actually there are Three things in download part like Binaries,Source code and CVS Repositary and each contain some jar files ..which to download..

I think u need to download Binaries for easy way to start,if u download source u need to compile and all..
also chk out this url http://www.geocities.com/coolpraful2000/JAVA/Code/Download/ it gives basic start 4 struts, if u need it.It contains on zip file which include all files necessary 4 struts so u dont need to download any from site

Download the binaries should help.
If you need to study the source, then use Source Code or CVS.
