Tag libraries give you the ability to define tags that can be reused by any JSP page. This reduces the need to put large amounts of Java code in JSP pages bucause the actual functionality exists in the tag class instead.

You can create custom tags, or you can use the JavaServer Pages Standard Tag Library (JSTL). You've probably seen JSTL tags before, for example, the <c:if> or the <c:import> tags.

Check out the tutorial on java.sun.com as Ansari suggested. It will give you a good starting point.
