How do you implement connection pooling in websphere & in weblogic?

You don't do anything. It's already implemented for you in WebSphere (and probably Weblogic as well, I'd guess). Do you instead mean how do you USE connection pools in WebSphere and Weblogic? That's easy, just look up a DataSource you define in the app server with JNDI and ask it for a connection using DataSource.getConnection(). The connection comes from a pool.
