Writing a scrollable JLabel component

I want to create a Swing component to use in my application. It should behave like a JLabel except that when the label size is not big enough to display the whole text, a small arrow icon is displayed. Hovering the mouse over the arrow causes the label to scroll, so you can see the rest of the text that was not previously displayed.
The component will be used to display html (as JLabel currently does.)
The component will be used to render cells in a JTable.
Am using jdk 1.4.2.

Please can you suggest some ways in which I might approach this.
