Java doesn't have an API for this. The best you could do (without resorting to using JNI to call Windows functions directly) would be to run some sort of command-line process listing tool with Runtime.exec() and parse the output. On Linux, that tool would be "ps". I have no idea if there's a standard Windows tool that would do the right thing.
