why Classes cannot be static but inner classes can?

Main Class in Java cannot be Static but Inner Classes can be Static.Can anyone explain the logic please.?

Inner class is just like a member of the outer class (enclosing class). Also, a member can be accessed by an instance or by the class nameitself. Hence inner classes can be static. Also, What is the use of declaring a high level class as static?....no use... hope this clears

What semantic should the static modifier have for top level classes?
