I want to develop a module which allows a user to make a phone call from the application. What APIs, if any, are available for the same? I tried JTAPI, but looks like it hasn't been going through any development of late, and even the literature available on this API is too coarse.

Yes, this is right. JTAPI is not used very frequently and has some issues. Why don't you use the native API's
