Seems to be a big discrepancy regarding the way people ask their questions. Are there any "rules" that must be conformed in order to participate in the book competition(s)?

Roger,
There are rules but not about the subject line of a question. In particular, a question or answer must be on topic for the forum.

Since this is an administrative type question, I'm going to move it to our Ranch Office forum where it fits in better. This post isn't eligible to win anyway (it's administrative like the welcome thread) so you aren't losing out on anything with the move.

I think we prefer that questions not be in any way marked. All discussions in that forum are eligible to participate (subject to the rules Jeanne pointed to).

So my intuitive understanding about the competition, that only questions regarding the book are candidates for the competition, is wrong?

From the rules:
"Your post must be on topic for either the book or the forum to be eligible to win"

Yes, as the quote from the rules that you posted shows.

Hi Roger,

Javaranch is a place to share knowledge. Book promotion is a simple tool to induce our learning interest and improve our knowledge by sharing what we know each other. And ofcourse this will help us to get useful responses from the experts as well to enrich our knowledge. So it doesn't matter what you ask, provided it is posted in right place.

This is my opinion and may be wrong in others view.

It is not wrong. It is, in fact, very very right.
