what exactly does the phrase "top level class in a package" mean?

Top level classes are either static inner classes or classes that are not inner classes. By "classes that are not inner classes" I mean any class that you have inside a .java file that is not inside another class. All classes that are not inner classes are inside a package. If you have a package statement in the .java file, the class will be in that package. If you have no package statement in the .java file, then the class is in the default package.

does it make a difference if I make my top level class public? or leave it with the default access modifier?

Hi Ashimanshi,

It makes a difference. If the class has the default access modifier, then the class won't be accessible outside its package, whereas if it is public, it will be accessible everywhere (provided the necessary import statements are included for its package in those files where you wish to access the class.)
