programatically control of screen resolution

can i know whether can i programatically control the screen resolution of a webapplication.
for example, if a develop a webapplication which has to fit and show same resolution in size and design in all different screens(flat monitor , palm top, laptop or any screen). Is it possible. If i use different browser also my application has to fit all different screens with out changing any design and i should not get vertical scrolling.help me please in this concept.
