If i write a statement like this :

ArrayList al = new ArrayList(70000);

Will this be responsible to reserve a memory space of 70000 objects space in Heap before executing the program??

No. No heap space is reserved before the program is executed.
If you meant after the program execution is started, then the answer is still no. It doesn't know what objects you are going to add to the list so how can it know how much space to reserve ?

It will only reserve space to hold 70000 object references, plus a little overhead for the ArrayList.
