Is there any difference between in using these two , as both are related to lazy loading ?

Assuming your question is about Hibernate, a proxy is a generated class used to implement lazy loading. Lazy loading itself is a concept. Beyond that, I don;t really understand what it is your are asking.

what i mean to ask is that on to the hbm files we will specify both these techniques

<set name="appointments" lazy=true>
<key column="apid"/>
<one-to-many class="Appontment"/>
</set>

and

<class name="mypack.Myclass" Table="Users" proxy="some class">
