Eclipse current policy properties - unexpected behavior with JasperReports

Hi all,
I'm trying to generate reports using MyEclipse(version 6.5) + Jasper Reports + MySQL.
(Reference: http://www.theregister.co.uk/2006/10/24/jasperreports_tutorial/ )

this is the code in catalog.jsp file:



This is just a sample jsp.
So, on running this web project, it shows the following on MyEclipse console


and the catalog1.pdf is created with 0 bytes on first run and when i run again, then the actual required pdf is created.
And also this current policy properties doesnt appear second time (when the proper pdf is created)
Can anyone please explain this behavior?
Hope i was clear in stating my problem.
Please let me know if you need any more information to solve this.
