We have a construction site near our work place and I am unable to access it via the command line with the technique you mentioned. What is the reason ?

Is there a brick wall in between? Is it an illegal construction? Are you trying to access it through your door or window? Is your window similar to MS Windows?

There is no brick wall. Our network admins however set the building walls on fire. Something to do with security they said. May be thats the reason

Use Lynx - a text-only browser that runs on the command line. It's very old, this was commonly used when the public Internet was new, fifteen years ago.....

real geeks use wget or curl

To get around the firewall, use a proxy. Using wget or curl through a proxy is a mark of a serious geek.

But I don't think that will help the carbon dioxide fumes escaping into the atmosphere from the flames.
