Vector as a local variable

I am confused about the following Statements i came across in some conversation

1) If we put the Vector as a local variable we wont get Synchronization or Thread Safe
2) We need to put the Vector as Object Variable in order to get the Synchronization or Thread Safe

Please Tell me is that above mentioned thing is correct or not with reason.

2nd statement may be right because methods of Vector class are synchronized

Local variables (i.e. variables declared inside methods) don't need thread safety as each method invocation gets a different copy of those variables. But that doesn't effect behavior of the class, Vector is thread-safe, no matter where you declare it.

Local variables might need thread safety too in a very uncommon case if I declare that local variable as final and access it inside a Local or Anonymous inner class...
