What is the difference between starting a tomcat server using services and batch file?

Hi EveryOne,

I'm developing a project where we are using Paypal for verifying the credit card number.

The application will running properly when we start the tomcat server using the batch file in the bin folder.

But it is not connecting to Paypal when we start the server using the services.

I want to know mainly What is the difference between starting a tomcat server using services and batch file.

Can anyone help me on this.
