i and j have not been initialised so doesn't this give a compile error,.....? getting confusion in these types of questions creates a lot of self doubt

At what point is "i" or "j" used, but hasn't been initialized?

i thought local variables should be initialised where they are declared...but i guess that is the rule with final variables

No. Final local variables don't have to be initialized at the same time that they are declared either.
