Phone Number Regular Expression With Struts Validator

I'm trying to get the Validator to ensure that the user only enters digits into a field and that the length is between 7 and 10 characters. I have written the following code, and it checks for digits properly, and checks for minimum length properly, but fails to detect that the user has entered more than 10 characters. What am I doing wrong? Thanks.
