Multiple struts config files and multiple modules

We can have multiple struts config files in our application so that multiple developers can make changes to the same simultaneously and they can work independent of each other.

Then what is the need for having multiple modules ?? If the same objectives can be achieved using multiple config files .

Am trying to understand when do we go for multiple modules and when do we go for multiple config(struts-config) files within the same module ?

Struts 2.0 went for more of XML includes? I'd say it provides lesser dependency when it gets to the interaction between developers? I've pretty much how horrible things can get when people people work simultaneously on the same module!

It provides another level of abstraction, if I understand things the right way.
