I want to build a program using java web start. But i find it's difficult to access config files(.XML etc.) because JWS only allow signed-jar.

Could any one help me?

Welcome to the Ranch.

Where are the config files located? If they are bundled inside your application jar you need not bother about the permissions.
We have a forum dedicated for JNLP and JWS. I will move this thread there for you.

If you want to write to the file, then I am afraid there is no workaround for the signed jar.
In case you need help signing your jar, this will help you get started http://java.sun.com/docs/books/tutorial/deployment/jar/index.html
