Frameworks attempt to eliminate duplicated functionality often needed in whatever problem space they address. Struts (either version) is one way to define a web application. Hibernate is one way to approach the object/relational DB impedance mismatch.
They try to solve *completely* different problems; any comparison between them is meaningless.
