I am trying to use the validator framework provided by Struts for the application we develop.

I was wondering if there is any default validation-rules.xml file provided by Apache OR we need to develop one ??

Thanks in advance for your help.

Yes, there most definitely is a default validator-rules.xml file. It comes with the Struts download. Look in the lib folder.

I cannot find any default validation.xml file in the lib folder or /WEB-INF/. Does that mean I will have to write one myself?
