Harvest festivals celebrate the end of the harvest. As most harvesting is done in the autumn/fall, harvest festivals tend to be towards the end of autumn/fall or early winter i.e. about now in the northern hemisphere, when all the produce has been safely gathered in and stored.
Note that Canadian thanksgiving is earlier than the US - sometime in October.
